The practical answer
Do not assume that a tiny home on wheels can be placed on genuinely vacant NSW land and occupied indefinitely without approval. Planning law regulates the use of land, while local-government rules regulate the installation of moveable dwellings. Vehicle registration deals with the trailer and road use; it does not settle the residential land-use question.
What the commonly quoted 60-day rule does
Clause 77 of the NSW moveable-dwellings regulation includes a limited exemption for up to two caravans or tents when occupation does not exceed two consecutive days and 60 days in a 12-month period. That is a short-occupation exemption, not a general permanent-living right.
The existing-house exemption
The same clause includes an exemption for one caravan used by the owner or household members in connection with the owner’s existing dwelling house, provided it is maintained safely and healthily. This depends on a lawful dwelling already being on the land and should not be confused with a vacant-land pathway.
Why registration does not answer the planning question
A VIN and registration are important for trailer compliance and lawful road use. They do not automatically authorise permanent occupation, wastewater disposal, water supply or a new residential use on land. Council planning controls and local approvals still need to be checked.
Possible lawful pathways
Depending on the property and intended use, options may include an approved caravan park or manufactured-home estate, a fixed modular dwelling on approved footings, a lawful secondary dwelling associated with a principal home, a site-specific approval for a moveable dwelling, or temporary occupation connected with an approved building project.
Before committing
Confirm the zoning, dwelling entitlement, existing lawful use, access, bushfire and flood constraints, wastewater solution and council policy. Obtain written project-specific advice before purchasing land or relying on rental or residential use.
